Water is a poor conductor. It becomes much more conductive when minerals/salts are present. Hard to say what this water is in the video. Electricity only flows if we have a difference in voltage. Say from line to ground or phase to phase. Assuming we have that submerged in the water here, electricity will take all paths through the water. Not just the path of least resistance. By path you can imagine expanding arcs ( like ripples when something is dropped into the water) expanding away from the closest path between the phases or line to ground. This is an electric field where it weakens the further you are from wires. Mathematically it covers the whole volume of water, but there is a lower limit to what the body can feel.

You don't die simply for contacting something with electricity in it. People can go crawl on live high voltage wires. The electric needs someplace to go in order to pass through you. He must have contacted a live wire and a ground wire/object, or touched two wires on different phases.
