It's a unique situation and he operated purely on instinct. In the US this would be difficult to prosecute, but I'm not sure about Bolivia. Seriously. Appreciate American safety standards. Best in the world. You watch these videos and you may hate a lot of things about this country but you have to appreciate our safety laws.

Not the best - it's a draw with a few other countries, but still. The fact that I can only say "few" is disappointing. A lot of it comes down to if the country values life, has basic education, and uses common sense. Most of the world doesn't give a shit.

US, EU, UK, Australia, Canada, New Zealand and the European countries who are not part of the EU, like Switzerland and Scandinavian countries - you can almost guarantee these countries will have Health and Safety laws when it comes to construction (and everything else from food preparation to the installation of gas and electricity into the home). Usually, a tragedy like this only happens once in the Western world, then laws immediately come into effect to make sure it doesn't happen again.
I don't know why other countries don't have the same safety standards - if it's down to corruption, ignorance, apathy, laziness etc - but it seems to be a huge difference you see between first world nations and 2nd or 3rd world developing nations.
Sometimes I really hate the amount of seemingly pointless bureaucracy we have in the West, but it probably all that boring filing, note-taking, forms and signatures that stop tragedies like this happening to kids who are just starting to make their way in this world.

It's true what you said about the other western countries method, but it's not a good idea to learn from errors when your structures should be engineered to prevent xyz undesirable events, and then the accidents are easily predictable, how many different things can go wrong in a building that we built? We know it becuase it's been made by us. So aside from third world/second world countries where security measures are inefficient, even in first world countries you know that if you make a railing, automatically there is the possibility that the railing will be faulty, so why you should try to make the best railing you can in one way, until one accident happens and you have to change laws and the way you make the railings? Make the railings in the better way from the start.
