holy fuck I actually felt bad. In north america we take construction standards for granted and never wonder why our buildings and roads take longer to build than most other regions. At least they saved that one girl

I think one guy got lucky and fell onto the second floor too

Jump in the discussion.

funny part is, that he pulled the blue sweatshirt guy, and then swung on him to get onto the lower level, and then the blue sweatshirt guy fell. blue guy was far from the edge before he got pulled. nasty unconditioned reflex

Could you catch a manslaughter charge for that? It's a uniquely fucked up predicament.

Jump in the discussion.

It's a unique situation and he operated purely on instinct. In the US this would be difficult to prosecute, but I'm not sure about Bolivia. They may be more likely to arrest him for participating in this protest, the Wikipedia article has more info: https://es.wikipedia.org/wiki/Accidente_en_la_Universidad_Pública_de_El_Alto_de_2021

Possibly but in some states the Jury might rule it off as an accident and you'd be let off scott free but it depends

Seriously. Appreciate American safety standards. Best in the world. You watch these videos and you may hate a lot of things about this country but you have to appreciate our safety laws.

Jump in the discussion.

No email address required.

Not the best - it's a draw with a few other countries, but still. The fact that I can only say "few" is disappointing. A lot of it comes down to if the country values life, has basic education, and uses common sense. Most of the world doesn't give a shit.

US, EU, UK, Australia, Canada, New Zealand and the European countries who are not part of the EU, like Switzerland and Scandinavian countries - you can almost guarantee these countries will have Health and Safety laws when it comes to construction (and everything else from food preparation to the installation of gas and electricity into the home). Usually, a tragedy like this only happens once in the Western world, then laws immediately come into effect to make sure it doesn't happen again.

I don't know why other countries don't have the same safety standards - if it's down to corruption, ignorance, apathy, laziness etc - but it seems to be a huge difference you see between first world nations and 2nd or 3rd world developing nations.

Sometimes I really hate the amount of seemingly pointless bureaucracy we have in the West, but it probably all that boring filing, note-taking, forms and signatures that stop tragedies like this happening to kids who are just starting to make their way in this world.

Jump in the discussion.

No email address required.

It's true what you said about the other western countries method, but it's not a good idea to learn from errors when your structures should be engineered to prevent xyz undesirable events, and then the accidents are easily predictable, how many different things can go wrong in a building that we built? We know it becuase it's been made by us. So aside from third world/second world countries where security measures are inefficient, even in first world countries you know that if you make a railing, automatically there is the possibility that the railing will be faulty, so why you should try to make the best railing you can in one way, until one accident happens and you have to change laws and the way you make the railings? Make the railings in the better way from the start.

oh, certainly American safety standards are better than Brazil's XD

Pro tip: Avoid relying on any safety measures in these type of countries

Jump in the discussion.

No email address required.

There's always some idiot making these dumb "3rd world safety standards" comments even on videos where that's completely misplaced. It's so exhausting...

Jump in the discussion.

No email address required.

Misplaced? I can guarantee you if this was a country with enforced building codes this would of likely never happened. It was definitely overcrowded in the video but any well built railing will bend a ways before it shears. But nope that mf fell apart the minute it hit its critical point

Faulty or overpressured?

Jump in the discussion.

Both. From the Wikipedia article about the incident (with some wording corrections):

Later that same day, authorities opened an investigation to clarify the facts of the incident. The commander of the Bolivian Police, Jhonny Aguilera, explained in a statement that the first technical reviews point to poor welding of the railing, thus reducing its resistance capacity. […]

The Public Ministry ordered the arrest of seven people involved in invoking the protests; These were seven of the eight student leaders. The prosecution also ordered the rector of the upper house to testify about the incident.

Students stated that four hooded men led by W. Quispe – one of the identified leaders – urged them to go up to the fourth floor of the UPEA building, where they provoked the students into fighting.

The Public Ministry also identified that the railings were poorly welded and filled with putty, making them very weak.

Btw "faulty railing" my ass. You had way too many people leaning on it with the added force of the crowd shoving them into it continuously. I dare you to find a school railing that would withstand that for however long that went on.

Jump in the discussion.

No email address required.

True. When something fails doesn't always mean it is faulty. There is always a limit to everything

Jump in the discussion.

No email address required.

is it still faulty if dozens if not hundreds of people are there and multiple are leaning? /gen

Depends on the standards. Sure it wasn't made to hold 1million people
