The Public Ministry ordered the arrest of seven people involved in invoking the protests; These were seven of the eight student leaders. The prosecution also ordered the rector of the upper house to testify about the incident.

Students stated that four hooded men led by W. Quispe – one of the identified leaders – urged them to go up to the fourth floor of the UPEA building, where they provoked the students into fighting.

The Public Ministry also identified that the railings were poorly welded and filled with putty, making them very weak.
