because this isn't an autopsy, it's a body farm which conducts studies in the field of forensic taphonomy which studies decomposition using donated bodies, and is useful for identifying time since death in different conditions, missing persons identification, etc.
from what I can tell in this video he's talking about how the putrefaction process (gas buildup in decomposing bodies) can interfere with the lung float test, I.e. whether an infant was born alive and has taken a breath. in this case you can see the infant wasn't born alive from what I can assume based on the placenta, but lung tissues will float anyway despite not being born alive but from the decomp gases, making the test a bit on the controversial side when it comes time to present this as evidence later in court.

It's a field autopsie if you listen to the voice over. Baby was found this way, not sure if it was born dead or alive as it is already decomposing they say.
But since the umbilical cord was still attached and not cut off by a doctor they think the baby wasn't born in the hospital.
The femur bones they extract are for DNA research.
And if should make a guess it's in India somewhere going off on the accent and the environment.
