I think its an autopsy... maybe in a third world contry? I dunno, who ever is cutting it open seems to know what their doing.

It's a field autopsie if you listen to the voice over. Baby was found this way, not sure if it was born dead or alive as it is already decomposing they say.

But since the umbilical cord was still attached and not cut off by a doctor they think the baby wasn't born in the hospital.

The femur bones they extract are for DNA research.

And if should make a guess it's in India somewhere going off on the accent and the environment.
