I put it down to cheap homebrewed vodka induced stupidity and the broad misconception that bulletproof vests are 'bulletproof'.
Share it far and share it wide, even rifle rated armor plates may be pierced by a single bullet under unfavorable conditions and no vest is able to stop the kinetic force of a bullet. It doesn't matter if it stops a round when your internal organs become a mush due to absorbing all the kinetic force of said bullet.

I didn't see any blood so it's either this or the bullet lost enough momentum to not go deep enough to cause excessive bleeding. I have see a couple of vids where the bullet was stuck just beneath the skin layer and was stopping the bleeding by itself like a plug.
