Are these vests designed to stop bullets that close? Or is there a minimum distance

Range should matter much, depending on the rating of the vest and the caliber. 7.62 Tokarev is a better penetrator than most pistol rounds, but nowhere near as good as high velocity rifle rounds. I have some level IV plates that can stop "armor-piercing" .308 rifle rounds.

I am aware. I made a typo, if that helps. I meant that range should not matter much. For a vest to qualify for a IIIA rating, it must be able to stop at least .357 Magnum. Just about any rifle round will penetrate a IIIA vest at any range due to the massive difference in energy.

I do not believe 7.62 Tokarev is as good of a penetrator as .357 magnum, so the distance shouldn't matter much (although they do have similar muzzle energies). If it is rated for .357 magnum, it had better stop 7.62 Tokarev or something is very wrong. Since there are so many different kinds of ammunition, you really need to be on the borders of the ratings of the armor for distance to matter, unless we're talking point blank vs 100+ yards away, in which case something like barrel length might even be more relevant (dependent on caliber).

I also don't know how Russia rates armor, so that could just be cardboard as some reports from Ukraine suggest.
