The man seen in the video is Leocer Jose Lugo Maiz (19), who was a private in the Venezuelan army. He lived every day with his mother and four-year-old daughter, trying to somehow make ends meet in these unfavorable conditions.
Over time, he left the army and worked in illegal gold mines, what happened to him in this film was a punishment for stealing it. Afterwards, his eyes were gouged out with a knife.

Rapists, pedophiles and such type of criminals do receive those punishments in many countries, like SA ones, but the rates haven't dropped. The more you read about this case the more sad it is, he has a four year old daughter and family but he can't work or look after them at all. Usually vacationing there is safe in resorts as they'll wel protected. Even tourists who go off the trail will usually be able to pay few guards for 80 pesos and the government does not want tourists killed as they bring in a lot of cash....
