It's horrible.
There are so many insanely awful birth defects, whether it's in humans or animals- they are bad. I've had a few dillys in baby chicks- the exencephaly ones with the brain outside are about the worst. Well actually the 3 eyed, 2 faced chick was the worst...that was a one in many millions defect. And I stupidly took pictures only, and didn't donate the body to the Veterinary College. A friend of mine has had several 6 legged calves born, they do often survive.

this is a case of anecephaly, which is a rare case of the abscence of part of the skull, part of the brain, and the spinal cord, giving babies an abnormally small head with bulging eyes. this is caused by a incomplete neural tube during fetus development. babies don't normally survive and die usually after birth
anecephaly is detectable in utero, so it is unusual for the mother to have still given birth anyway.
from my knowledge, i think this abnormality is an extremely rare genetic mutation
