this is a case of anecephaly, which is a rare case of the abscence of part of the skull, part of the brain, and the spinal cord, giving babies an abnormally small head with bulging eyes. this is caused by a incomplete neural tube during fetus development. babies don't normally survive and die usually after birth

anecephaly is detectable in utero, so it is unusual for the mother to have still given birth anyway.

from my knowledge, i think this abnormality is an extremely rare genetic mutation

Extremely rare, correct. And everything else is correct, either it's dead or about to be.

I've had the same defect in chickens. Brain on the outside, with just a bag enclosing it. Like babies they die at or before hatch.
