I'm not defending this guy at all, maybe it was karma and he deserved it. But I don't personally think it was right to crack jokes instead of allowing him medical care, or at least give him some air and water.
Police do this all the time, including people with small misdemeanor charges. They preach about how people are always saying they can't breathe. Maybe that's because police are quick to take suspects to the ground hard, knocking the wind out of them?

A lack of trust in people doesn't open the doorway towards dismissing the responsibilities a person holds and the welfare of people in their care.
Don't get me wrong, I get that doing that job has to be difficult and it's likely she believed he was faking. She also did have a general sense of not wanting to take ownership of the fact she really fucked up. It's a hard job, so, we kinda need people that are capable of separating personal feelings from doing what is right.
