For one, this is a gore site. You will only see deadly shit here. Your sample is heavily biased.
People are fucking fast. Don't know if you knew that, but they can close a distance of 21 feet very rapidly. If they have a deadly weapon, then you are presented with a pretty fucking simple choice.
The knee is a small target that moves way too much to reliably hit. Hell, even the body has too few weak points to get neutralizing shots reliably. That's why they gotta fire a lot: that's what it fucking takes if you're unlucky.
They don't plan for luck. They plan for hell.

Wrong. At a distance of 25 feet or closer it can be extremely dangerous if the gun isn't drawn yet, because the person with the weapon can run at you before you have the gun fully pulled out in that distance. However in this video they didn't back away and give her a chance. This one they already had the gun drawn. It is not necessary to use lethal force in this instance. In my unprofessional opinion. The things stated above about the 25 foot rule is a legal rule for the police of the USA to follow. And logically, for good reason. If you say otherwise you're an idiot. However, the cops are wrong in this video for sure. They had their weapons drawn and could back peddle if necessary, but they chose to shoot instead.
