They already disarmed him after blowing him with a shotgun, it's pretty clear he won't be able to do anything after that. idk if the cuffing was necessary atp

Never know, man. These guys are presumably a little bit shook after that. They need a simple "one size fits all" protocol to follow to keep safe in these situations.

After you've watched 300 videos of suspects who LOOK dead, you'll come across some where, after getting shot, the guy who is not moving and you think is dead, suddenly jumps up and attacks the cops again.

It happens. It's happend more than once.

It is because it has HAPPENED, that almost all police forces DEMAND that their officers handcuff suspects even after they have been shot and APPEAR to be dead
