Could be that trraining takes over and they go on auto pilot while they process, also many departments have a blanket policy that they need to handcuff anyone in custody for whatever reason. Like they'll get in trouble if they don't follow procedure to a T.

After you've watched 300 videos of suspects who LOOK dead, you'll come across some where, after getting shot, the guy who is not moving and you think is dead, suddenly jumps up and attacks the cops again.
It happens. It's happend more than once.
It is because it has HAPPENED, that almost all police forces DEMAND that their officers handcuff suspects even after they have been shot and APPEAR to be dead.

Does it really happen that often? I imagine i does to a certajn degree but ive never seen videos-alike. At the same time he got shot with a fucking shotty point blank, that probabbly killed him and if not somehow the pellets should have most deffinetlly blinded him but i get it anyway why they cuff em while theyre in critical condition
