You do know police carry other firearms in their patrol vehicles, right? It’s not a civilian vehicle, they carry equipment, a shotgun or rifle, extra ammunition, and a bunch of various tools/communication equipment.

It doesn't, because if it did, cops would be able to shoot anyone with a weapon at any given time, even when they aren't being threatened with death by the weapon.
