Patrol cars have VERY efficient run-flats. Shooting the tires won’t do anything. Also, if you’re shooting, it’s because it’s a deadly force situation. You’ve gotta be aiming at the individual causing the threat. Shooting out tires doesn’t work like it does in TV. But you’re right, he wasn’t a threat at that moment.
