San Diego police shot and killed a fleeing robbery suspect late Monday morning after he took a hostage, holding a knife to the victim's neck in the Morena area, authorities said.

Three officers opened fire on the suspect. The hostage was not hit, said sheriff's Lt. Michael Krugh. The Sheriff's Department is handling the investigation under a countywide protocol designed to prevent departments from investigating shootings by their own officers or deputies.

MARIPOSA COUNTY, Calif. (KFSN) -- The Mariposa County Sheriff's Office has released body-camera footage of a deadly shooting involving a deputy last Saturday.

Just before 3 am on Saturday, September 9th, Mariposa County Sheriff's deputies responded to a call from a victim who said they had been stabbed by an unhoused man currently staying at the same home.

Deputies found the suspect, 23-year-old Robert Logan, near the Mariposa County Health and Human Services Agency on Lemee Lane.

When the deputy arrived, the video showed Logan walking toward the deputy and ignoring commands to lay on the ground.

"Show me your hands, drop the knife, drop the knife," the deputy yelled.

The sheriff's office says the deputy fired one shot at Logan as he continued to charge toward the deputy holding a knife.

Logan did not survive.

The deputies involved are on paid administrative leave during the investigation into the shooting.

Police fatally shoot man armed with a rifle inside his car (Richmond, Virginia)

31 March 2024

RICHMOND, Va. (WRIC) — The Richmond Police Department has released dispatch audio and body camera footage from an officer-involved shooting that left a 20-year-old man dead on Easter Sunday.

On Sunday, March 31, at about 5 a.m., officers responded to the 1900 block of Cedar Street for a reported disturbance involving an armed person. During 20-year-old Kenneth Sharp's interaction with officers, police said he pulled a gun. One of the officers then shot him.

Per department protocol, a “critical incident briefing,” or a collection of related audio and video, has been shared with the public in the aftermath of officer-involved shootings.

While the investigation into this incident is ongoing and the involved officer is on administrative leave with pay, this briefing is meant to “provide the public with the details as we [the department] currently understand them.”

The initial call was made to Richmond's dispatch by an unidentified person, whose voice is seemingly altered within the briefing video for privacy reasons. Any identifying information is also redacted.

The caller tells the dispatcher they can see a person lying on the hood of a car. According to the caller, the person had been beating on the car and making a lot of noise, which had woken them up. They then reportedly witnessed the person pull a “long gun” from their pants.

At one point during the call, the caller says they can see the person getting off of the hood of the car. They then tell the dispatcher that the person has gotten inside the car.

When asked to describe the person they're seeing, the caller says the person looks like a Black male in a black hoodie and skinny jeans. They tell the dispatcher that the person's car is parked near a dumpster in the parking lot.

They also describe the gun the person has as the length of a “baseball bat.”

The briefing video then cuts to the initial dispatch shared with officers. The dispatcher describes the situation as explained above and tells the officers the car appears to be a Silver Hyundai.

Two officers responded to the scene. The briefing shows their body camera footage side by side at first before providing a full-screen view of the officer who ultimately shot Sharp. The briefing ends with several screenshots of moments the department wishes to highlight and a few evidence photos.

The officers are blurred within the footage to conceal their identities. The briefing refers to them as “Officer #1” and “Officer #2.”

Officer #1 is seen arriving at the scene first. In the video, he approaches the Hyundai and shines his flashlight inside. Sharp appears to be in the car and the passenger seat. He does not seem to respond to the light or Officer #1's presence.

Officer #1 does not knock on the window or try to get Sharp's attention right away. He can be seen walking away from the car, then back, then away again. At this time, Officer #2 arrives in his patrol car and Officer #1 approaches his driver's side to talk to him.

As they talk, Officer #1 tells Officer #2 that Sharp seems to be asleep. Both officers appear to not be sure why they were called if Sharp is just asleep in his car.

“What do you want to do with it?” Officer #2 is heard asking Officer #1.

“I can knock and see if I can talk to 'em.” Officer #1 says in answer.

Officer #2 exits his cruiser and follows Officer #1 over to the Hyundai. At some point before Officer #1 gets Sharp's attention, Officer #2 rounds the car and stops near its hood on the driver's side.

Officer #1 lightly knocks on the car's passenger side window. Shortly after, either Officer #1 or Sharp opens the passenger side door.

Once the door is open, Sharp can be seen lifting a large gun from the footwell of the car.

The department indicates with screenshots from the footage that it appears Sharp brings his finger “towards the trigger.” The department also indicates Sharp lifts the muzzle of the gun upwards and that it seems to be pointed somewhat in Officer #2's direction.

Officer #2 immediately runs towards his cruiser. As this is happening, Officer #1 stumbles back from the car door. Sharp's foot is seen stepping outside of the car at this time.

Officer #1 runs around the dumpster and has his gun drawn. Officer #2 ducks behind the hood of his police cruiser as Sharp exits the vehicle.

One of the officers calls for Sharp to drop the gun. They do not finish saying this before four shots are fired at Sharp by Officer #2.

Due to Officer #2's being crouched behind the hood of his car and the height of his body camera, as well as the video quality and the lighting, it is not clear if Sharp has his gun pointed at officers. However, he can be seen standing outside of the car and he has the gun in his hand.

At the time of Officer #2's shots, Officer #1 has no visual of Sharp. He runs away from the shots, ducking between two other cars for a few moments before he runs back toward Officer #2 and Sharp. Officer #2 then radios dispatch and tells them shots were fired.

Officer #2 approaches Sharp, with Officer #1 arriving shortly after.

Officer #1 then goes to check on the female occupant in the driver's seat of the vehicle. They ask her if she is alive and she does not audibly answer.

Officer #2 lifts the large gun Sharp had away from him. It seems to have Sharp's blood on it. Both officers audibly catch their breath for a moment before Officer #1 goes around the car and checks on the woman.

The woman begins talking with Officer #1, seeming confused and asking him what happened. He asks if she is okay and she says yes.

All body camera footage ends there.

The Richmond Police Department provided additional evidence photos of the gun in Sharp's possession and the hoodie he was wearing at the time of his death.

The investigation into what happened that morning between Sharp and the two Richmond officers continues.

“Once a full investigative report is complete, the report will be submitted to the Office of the Commonwealth Attorney,” said a spokesperson for the department. “Following the determination from that office, RPD will conduct an internal policy review.”

At this time, neither officer has been identified. Both were placed on administrative leave with pay immediately following the incident. According to the spokesperson, Officer #2 remains on leave but Officer #1 — who did not fire his gun — has resumed his regular duties.

BAKERSFIELD, Calif. (KBAK/FOX58) — The Bakersfield Police Department released body cam footage of an officer-involved shooting from March 18 that left a man dead after he was reported to be armed with a possible knife, which turned out to be a screwdriver.

On March 18, in the 1500 block of White Lane, near South H Street, officers attempted to contact a man seen armed with a possible knife and behaving erratically in a business' parking lot. However, according to the footage and an earlier police press release, the man fled on foot eastbound on White Lane.

In the body camera video, officials said officers saw the man involved in an altercation with other people at the Fastrip on South H Street, before running back to the shopping center.

An officer tried to make contact with the man in the shopping center and had a failed taser deployment. Police said a foot pursuit started for about half a mile.

A second officer came into contact with the suspect in the 900 block of White Lane and as seen in the footage, the officers shot the man after he refused to obey his commands to get on the ground. The man was struck several times and died later at the hospital. He was found with a screwdriver, according to police.

The involved officer was identified as officer B. Mouser. He has been with the department for around two years, said BPD. Mouser has been placed on paid administrative leave while the investigation is ongoing.

The suspect was later identified as Guillermo Padron Huerta, 35, of Bakersfield.

“The public has a legitimate interest in obtaining timely and accurate information about police shootings, and the Bakersfield Police Department is committed to making that information available. We will release the body worn camera footage of officers in critical incidents as soon as it is possible to do so without compromising an investigation. This is our commitment to accountability and professionalism," stated BPD Chief Greg Terry.

The California Department of Justice will be investigating the shooting under AB 1506.

Under AB 1506, the California Department of Justice is required to investigate all incidents of an officer-involved shooting resulting in the death of an unarmed civilian in the state.

2 February 2023

On the same day Jacksonville Sheriff T.K. Waters released body camera video of the city's first police shooting of 2023, officers shot and killed another suspect.

It began about 11:15 a.m. Thursday with a call about a man threatening to harm himself and would shoot at any police who came onto his property at a home in the 5300 block of Lannie Road on the Northside. Chief Mark Romano said after several minutes of police trying to talk him out, they heard a gunshot from inside. They also had learned that potentially his girlfriend was inside, so SWAT responded and communicated with the suspect for over an hour.

He eventually came out of the front door, go on his hands and knees and put the gun down, Romano said. Then he picked it up and fired at the officers who immediately shot him multiple times. Six officers were involved and none injured.

It turned out the girlfriend was not inside but at another location safe. The chief said he did not know the mental history of the suspect or whether this was a suicide by cop. He was later identified as 60-year-old Thomas Edwin Gray.

Police fatally shoot wanted felon charging at officers with a knife (Frederick, Maryland)

Full video:

https://www.wmar2news.com/local/body-cam-footage-shows-frederick-police-shooting-knife-wielding-man

4 March 2023

FREDERICK, Md. — Body-worn camera footage of a recent deadly police involved shooting in Frederick was released Thursday.

The incident happened March 4 inside an apartment in the 1500 block of N. East Street.

Police were initially called to the location after being tipped off by a neighbor that Joseph Sherrill, 44, was there.

According to the Maryland Attorney General's Office, Sherrill had an open warrant for violating probation. He'd been convicted of fourth degree burglary back in 2019 and allegedly violated the terms of his probation in February during an alleged domestic assault.

The video starts with officers and Sherrill's ex-wife speaking at the front door.

Police ask whether Sherrill is inside, for which his ex-wife denies.

She tells police about a previous protective order against Sherrill, and suggests he's at a local hotel "running around" with another girl.

One officer repeatedly asks her for permission to search the home. She declines multiple times, citing distrust of the police.

Only under the threat of being arrested for lying, does she finally allow officers inside.

They eventually find Sherrill hiding inside a bedroom closet with a knife.

When ordered to drop the weapon, Sherrill refuses saying "you're gonna have to shoot me," forcing officers to retreat into the living room.

Things quickly turn chaotic as the ex-wife attempts getting in-between the officers and Sherrill . There's also a frightened dog seen pacing around the home.

A second camera angle shows Sherrill entering the hallway, shouting "I'm not going to jail."

With knife-in-hand, Sherrill makes his way around the corner and rapidly into the living room.

Officers Robert Hess and Fahad Mirza react by firing their gun a total of seven times, killing Sherrill.

A toxicology report revealed Sherrill had fentanyl and amphetamine in his system at the time of his death.

Although the Frederick County State's Attorney's Office already declined to charge the officers involved, the Maryland Attorney General's Office issued their own investigative report.

In it they conclude "any less lethal response by these officers would likely not be sufficient to counter the level of immediate deadly force presented by Mr. Sherrill."
