I watched an interview with the cop who was saying that, he explained that he was thinking about how Gary had a wife and two kids, who he may have just jeopardized every seeing again. He wasn’t asking him why he killed Jeff, he was asking why he would risk never seeing his family again.

True, but still would've been worth it. Honestly I wouldn't be surprised if had the bullet travelled through his head and into another person, that the other person hit would've also been a pedo cause Gary is just built different.
