No it isn't, at the least it's an extremely simplistic statement. I looked into it a while ago when people kept parotting that kind of thing and could only find a few unverifiable cases of it being reported and people on the Chinese internet were just as perplexed and angry at the apparent situation as you or I would be.
China is absolutely massive with very different regions including many where simple uneducated rural people have suddenly been moved into cities because of CCP policy. Most 'backwards' shit like in this video happens in those cases but they don't speak for the vast majority af the almost 1.5 BILLION population, there would be countless thousands of cases of people helping others who are injured every day without even a thought about financial consequences of it. In some regions it's possible that there have been liability issues that have come up but that certainly doesn't mean it was anything more than fairly unique localised issues.

It was always misconstrued by the Chinese in that they interpreted the pre existing law as gospel. It was in fact a law that covered shit like if you helped out a person lying on the road by carrying them or moving them off the road and in doing so, you injured their neck more, then you were liable. The Chinese then thought that doing nothing was safer.
They have since revised the law.

I don´t think it has anything to do with religion or even political affiliation. It´s a lack of positive values and role models, a lack of culture. The communists destroyed the chinese culture as they wanted to reform the society and do away with the old to make space for the new. They killed educated people, destroyed works of art, places of worship and records of their own history. They neglected what their ancestors built.
They´ve replaced all of that with an authoritarian regime which has alsmost total control because it can see almost everything and it can take away everything.
