Definitely seems that way, but I'll just point out that people are usually groggy for up to 20 min after waking up and extremely groggy during the 1st minute. The driver really only looked at his buddy during the first few seconds of waking up, which makes it seem quite plausible that he was still about half asleep when he looked directly at his friend.

I don't think it was deliberate either. He took his time getting into the truck and made plenty of noise slamming the door... if he was trying to do it without waking the guy up, he probably would've started the engine and immediately kicked it into gear without slamming the door.
Plus, there's a cut in the video between shutting the door and driving off, so who knows how long he was there warming up the engine. I mean, he still ran a dude over... but the other guy kinda decided to take a nap beneath a dump truck and not wake up before it drove over him
