I have a theory. It seems there's small red canister with gasoline, next to a rickshaw driver. It's visible on the video.
When a car crashes into the rickshaw, it splashes the gas everywhere and then it ignites.
If you look on the video, frame by frame, it make sense, how the gasoline splashes on a driver.
I cannot see how this could be done from the rickshaw internal tank.
