This was the first day of the war in Ukraine, nobody really knew what the fuck was going on and everyone had to get somewhere urgently. People were out stockpiling food and water to hunker down in their basements for a while. The invasion never actually reached the particular city in the video (Kyiv), they just had one minor skirmish in the Obolon region between a small team of Russian saboteurs and Ukrainian security forces, that's what you're hearing in the background.
