The driver was clearly watching the dog so as not to hit him, the mother stopped the child just long enough to admonish them not to play around cars (making the mistake of not pulling the child out of the way), and the child accidentally fell down after running into the vehicle's path. The driver even braked quickly when they realized they'd hit something.
