Its more common in certain countries to repair everything, but also in most countries people dont give a fuck about safety pakistan and india are a nightmare for electricians they adore and fear what they saw on vacations in these countries at the same time.
Probably someone repaired the fridge but didnt care for insulating, or grounding parts of it properly , Normally the housing of many of our electric devices are grounded for that shit.

the electrician who worked on the fridge prior didn't ground all the parts of it properly, so when she touched the part of the fridge that is normally insulated to prevent things like this from happening, the current ran through her body, electrocuting her with however much power the outlet is producing.
