The incident took place on Friday 4th, in Ponte Velha, in the Boa Vista neighbourhood, Recife, Pernambuco.
The male had stolen a mobile phone and was being chased by police when he jumped off the pier to evade them.
It was filmed by people passing by. The suspect, unable swim, got caught in the current, as he is swept and approaches the Old Bridge, a couple of live wires were dangling down. He tries try to save himself by grabbing on to the wiring, gets a fatal shock and is left floating dead in the river.
A short time later, the man sinks and disappears under the water. A military police car was at the scene. According to police, patrols were being made at the scene when the car was triggered by people passing nearby.
"The suspect got scared and jumped into the Capibaribe River, but, perhaps because he didn't know how to swim, he grabbed some wires and ended up electrocuted to death," the military police said in a statement.
Divers were called to retrieve the victims body. He has not been named. He was taken for necropsy, and his family notified.
Civil police will lead the investigation into his death, along with why live wires were exposed.
