Pacifica police shoot woman in car that pointed a gun at them - March 27, 2024

Original video:

Pacifica, California, United States

Police in Pacifica released additional details after officers fatally shot a woman suspected of shooting her son during a confrontation last week.

On Thursday, the department provided an update on the investigation, which included identifying the woman, the officers who shot the woman, along with releasing body-worn camera video of the incident. The video is graphic and viewer discretion is advised.

"It is always tragic when law enforcement intervenes with deadly force, regardless of the circumstances. It impacts the family involved in the incident, our community, and the members of our police department," Chief Maria Sarasua said in a statement. "As police chief, I am committed to ensuring that all involved are treated with care and compassion while ensuring a full and thorough investigation into what occurred."

The woman killed has been identified as 50-year-old Michelle Arrais. Police said Arrais shot her 23-year-old son inside their apartment on the 2500 block of Francisco Boulevard on the morning of March 27.

The victim told authorities that he was awakened by the sound of gunshots in the apartment. His mother then opened his bedroom door and shot him twice.

After police arrived at the scene, two officers saw Arrais driving away from the apartment complex.

Video from the officers' cameras shows the woman pointing a handgun at them as she attempted to leave in her SUV. The officers opened fire.

After the shooting, officers recovered a loaded 9mm semiautomatic handgun from the woman. Four boxes of ammunition were also recovered from her purse, which was found on the passenger seat.

Despite efforts from paramedics, Arrais died at the scene.

The son was taken to the hospital with non-life-threatening injuries. During a search of the apartment, police said they also found the family's dog dead from gunshot wounds. Investigators believe that Arrais killed the dog before shooting her son.

Clarksville police shoot suicidal man charging at them with a machete

Clarksville, Indiana, United States

October 10, 2022

Indiana State Police said a man with a machete was shot and killed by police late Monday night at the Clarksville Walmart.

Indiana State Police spokesman Sgt. Carey Huls said around 11:15 p.m., Walmart employees noticed a man inside the store who appeared to have cut his neck with a blade.

That man was identified as 30-year-old Daniel Scott of Corydon, Indiana.

Police said when Scott refused to leave the closed store, managers contacted Clarksville police. Three officers were already at the Walmart for an unrelated matter.

When officers approached Scott, he pulled away from them, showed a machete and charged one of the officers, Huls said.

Investigators said that's when the Clarksville police officer shot the 30-year-old. He was taken to Clark Memorial Hospital where he died.

ISP said investigators believe Scott stole both the machete and blade he used to cut himself from the store. They also believe Scott was inside Walmart for a few hours before it closed.

Police said no customers were inside the Clarksville Walmart when it happened. No one else is injured. ISP is handling the investigation.

On Tuesday morning, the store was back open and appeared to be normal, according to WDRB Reporter Dalton Godbey.

Godbey said there were several knives and a machete hanging on racks inside the store. The weapons were inside plastic packaging and accessible to customers.

It's not clear if that's how Scott got the blade or machete.

According to court documents obtained by WDRB News, Scott had a criminal history that included charges of forgery, criminal recklessness with a firearm and criminal trespassing, as well as a drug charge in Harrison County, Indiana.

Scott's attorney Nicholas Haverstock says Scott was released Sunday from jail and was set to start two years probation Tuesday. Scott also owed $3,000 dollars in restitution related to check forgery.

"I don't know what was going through his head when he was there to Walmart," Haverstock said. "We were in court together last Wednesday and he seemed perfectly normal."

CHILD WARNING San Bernardino County deputy shoots 17 year-old boy with a knife having a mental health crisis - April 2, 2024

Victorville, California, United States

San Bernardino County Sheriff's Department deputies on Tuesday shot and killed a 17-year-old boy authorities say was experiencing a mental health crisis — the second teen killed by the law enforcement agency in less than a month.

The boy was inside the Victorville foster home of his sister when deputies responded around 1 p.m. to a call of an “unwanted subject” in the house in the 17100 block of Forest Hills Drive, according to the Sheriff's Department.

He had locked himself in a bathroom and threatened to hurt himself when deputies kicked down the door and tried to arrest him, the department said. The deputies first spent about 30 minutes trying to de-escalate the situation, authorities said.

Video released by the Sheriff's Department shows deputies struggling with the 17-year-old — who was armed with a knife — in the bathtub. One officer was cut and a deputy shot the teen, who later died at the hospital, according to the department.

The boy's name has not been released pending family notification.

He had been taken to a hospital days before the shooting for “harming himself,” San Bernardino County Sheriff Shannon Dicus said at a Wednesday news conference. The teen was supposed to have been taken from the hospital to a mental health facility, but he “absconded,” according to Dicus, and went to the Victorville home.

“We have a mental health crisis on our hands, not just in this county, but in the entire state,” Dicus said at the briefing.

The incident comes on the heels of the March shooting of 15-year-old Ryan Gainer, an autistic boy who was shot and killed by deputies at his home after they said he threatened one with a gardening tool. His family had called for help because the boy was breaking glass and hitting his sister.

Hostage-taker says "don't shoot me" right before getting shot by Cheyenne police - March 8, 2024

Original video:

Cheyenne, Wyoming, United States

The Cheyenne Police Department released body camera footage Thursday from a March 8 officer-involved shooting between three officers and a man who reportedly held his wife hostage.

The footage is graphic and depicts a minutes-long standoff between an armed and anguished man, reported to be 47-year-old Patrick Flores, and Cheyenne police officers, followed by them shooting the man.

In the video, the female hostage calls Flores “Jesse,” after which the officer trying to negotiate with him also calls him Jesse.

CPD spokeswoman Alexandra Farkas said the department isn't sure why the name “Jesse” was used.

“These situations are rapidly evolving — officers are given preliminary information when they arrive on scene and work with what they have,” she wrote in a Wednesday email to Cowboy State Daily.

A written timeline preceding the video says officers were dispatched to the 5200 block of Fishing Bridge, near the Cheyenne Workforce Center, at 6:18 the evening of March 8, in response to a report of a domestic disturbance.

Dispatch had told officers the suspect's wife was screaming and the suspect was shooting a firearm, says the video caption.

The suspect's identity has been withheld, pending notification of next of kin.

Just after 6 p.m., deputies were called to the scene at Hamner Avenue and 6th Street on reports of a suspect armed with a knife, according to Vickers.

"Upon arrival, deputies contacted the subject and gave commands to drop the knife," she said. "The suspect failed to follow commands and advanced towards the deputies with the knife, and a deputy-involved shooting occurred."

23 December 2023

TULSA, Okla. (KTUL) — The Tulsa Police Department (TPD) has released footage from an officer-involved shooting.

TPD reported that on December 23, 2023, at 10:30 P.M., officers responded to a domestic disturbance that involved a 29-year-old female suspect who had brandished and fired a gun while taking hostages inside a residence.

Once officers arrived at the scene, they established a perimeter and attempted to negotiate with the suspect who made threats of suicide and harm to others, including the hostages.

TPD reported that 'due to the imminent danger to the hostages,' officers entered the residence, and during their encounter with the suspect, she began a countdown, prompting an officer to fire their weapon.

At the exact same time, the suspect also fired a round from her pistol, shooting herself.

The suspect, identified as Taylor Torres, died at the scene.

No officers or hostages were injured.

Officials reported that all evidence from the case was submitted to the Tulsa County District Attorney's Office, which ruled the shooting by the officer was justified.

16 November 2022

On November 16, 2022, at approximately 9:35 PM, Santa Clarita Station deputies responded to a restaurant located in the 23000 block of Valencia Boulevard, in Santa Clarita, regarding a call of a possible burglary. Additional information indicated a male wearing a black hoodie and dark blue jeans was responsible for the possible burglary and was walking southbound on Valencia Boulevard toward Creekside Road.

Deputies arrived and located a male, who matched the description of the male described in the call, wearing a dark blue hoodie and blue jeans along the Santa Clara River South Fork Trail behind the 23000 block of Creekside Road. The male was later identified as 40-year-old Thomas Phan.

Deputies contacted Phan, at which time he brandished a knife. The deputies told Phan to put down the knife but he did not comply. Deputies deployed a taser; however, it had no effect. Phan fled on foot from the deputies northbound through the Santa Clara Riverbed and out of view.

The deputies coordinated a containment of the area and an airship to assist in searching for Phan. Deputies searched the Santa Clara Riverbed on foot and located Phan who was armed with two knives, one in each hand. The deputies told him to drop the knives, but Phan ignored their orders. Deputies deployed a taser, but it had no effect. Phan raised the knives in a throwing motion toward the deputies and a deputy involved shooting occurred.

Phan was struck by gunfire and fell to the ground. Deputies approached and rendered aid to Phan until the arrival of Los Angeles County Fire Department. Phan was subsequently pronounced dead at the scene.

No other persons were injured during this incident.

Two folding knives, with approximate four-inch blades, were recovered at the scene.

Investigators later determined Phan was not the suspect in the burglary call.

https://signalscv.com/2023/03/coroner-releases-autopsy-report-for-man-shot-by-deputies/

The coroner's narrative does not mention this first attempt to tase Phan, but said Phan was “not obeying the deputy's commands and headed towards the riverbed.”

Once Phan was located in the riverbed, both narratives say deputies attempted to tase Phan — possibly for the second time — but missed. The coroner's narrative states that taser probes were found lodged in a stick.

A total of 10 shots were fired, according to the coroner's report, three of which struck Phan in the arm, thigh and head.

At the time of his death, Phan had no drugs or alcohol in his system, according to his toxicology report.

3 February 2024

A man died early Saturday in a deputy-involved shooting in Jurupa Valley after he allegedly threatened a woman with a knife and refused to surrender during an encounter with deputies, the Riverside County Sheriff's Department said.

On Saturday, Feb. 3 at 3:48 a.m., deputies responded to the 3300 block of Avalon Street in Jurupa Valley involving a reported domestic dispute.

Deputies evacuated a woman who was being threatened by a man with knife, and evacuated other family members, but the suspect refused to exit the residence, a sheriff's news release said.

The Sheriff's Special Enforcement Bureau and the Crisis Negotiation Team responded to the scene and after negotiating for awhile, SEB entered the residence.

The suspect left a room armed with a knife, and after multiple commands given to surrender, the suspect failed to comply, and a deputy-involved shooting occurred, the release said.

The suspect was shot and deputies rendered medical aid, but the suspect died at the scene, authorities said.

No deputies were injured during the encounter. The deputy who shot the suspect will be placed on paid administrative leave due to department policy, according to Saturday's release.

The suspect was identified by coroner officials as Ernesto Rodriguez, 39, of Jurupa Valley.

The name of the involved deputy was not immediately released.

An investigator from the Riverside County District Attorney's Office will lead the ongoing investigation, the release said.

Suicidal man walks towards LASD deputies challenging them to shoot him. They do, and he regrets his decision (multiple POVs)

Original video:

Pearblossom, California, United States

February 23, 2024

At 6:32 a.m., Palmdale Station deputies responded to a gas station in the 13000 block of Pearblossom Highway, Unincorporated Pearblossom, regarding a call of an assault with a deadly weapon. The caller stated a male was armed with a sharp object, threatening to stab the victim if she didn't call the police. The male was later identified as 30-year-old Joseph Westley Henson from the Pearblossom area.

Deputies located Henson walking eastbound away from the business with a sharp object in his hand. They gave Henson multiple commands to show his hands and drop the weapon, but he refused to comply. The deputies followed Henson in their vehicle as he walked eastbound toward another business. Deputies continued to speak to Henson giving additional verbal commands to gain his compliance. Henson stated repeatedly, “You're going to have to shoot me.” At one point during the encounter, Henson advanced toward the deputies while concealing his right hand inside the front left chest area of his jacket, simulating a weapon, at which time a deputy-involved shooting occurred.

After the deputy-involved shooting, Henson ran away from the deputies. The deputies engaged in a short foot pursuit of Henson to the front entrance of the business, where he fell to the ground. Henson sustained several gunshot wounds. Deputies rendered first aid until the arrival of Los Angeles County Fire Department paramedics. Henson was transported to a local hospital where he was pronounced dead.

A precision pick/hook was recovered at the scene.

Riverside County Sheriff's deputies fatally shot a “mentally disturbed” man Monday who allegedly wielded a spiked bat, officials said.

Jesus Antonio Rodriguez, 33, was shot after deputies went to a home in the 24000 block of Filaree Avenue in Moreno Valley about 12:30 p.m. regarding a “mentally disturbed subject,” the Riverside County Sheriff's Office said in a news release.

Rodriguez's mother told deputies her son was diagnosed with schizophrenia and was acting aggressively toward her while under the influence of an unknown substance, the Sheriff's Office said.

Rodriguez allegedly ran to his bedroom when officers arrived and began yelling at them. He grabbed a baseball bat “with sharp metal spikes on the end,” at which point deputies fired a stun gun at him twice, “but it was ineffective,” the Sheriff's Office said.

Rodriguez allegedly walked toward deputies, and an unknown number fired on him.

The 33-year-old was pronounced dead at the scene.

The Sheriff's Office did not release the names of the involved officers but said they would be placed on administrative leave per policy.

The Riverside County district attorney's office will lead the investigation into the shooting.

Rodriguez's relatives told reporters on the scene that he was having a mental health crisis, and noted that deputies had been called to the home before for similar issues.

“The cops have been to my mother's house so many times that they know he's schizophrenic,” the man's sister, Isabel Rodriguez, told ABC7. “She disclosed to them that he had a BB gun -- it wasn't a gun. It was a BB gun.

“... There's no reason they couldn't have Tasered him. They could have used a different kind of method, especially since he's schizophrenic.”

10 February 2024

Marana police officers shot and killed a man after he attempted to flee from his arrest and exchanged gunfire with officers on Saturday.

At about 5:30 p.m., Marana police officers stopped 29-year-old Tobin Pico, who was driving a Jeep Cherokee, for traffic violations in the 4100 Block of West Ina Road. According to the Pima Regional Critical Incident Team, the officers suspected Pico was impaired, and a DUI investigation led them to arrest Pico on suspicion of aggravated DUI.

The critical incident team said that as officers were placing Pico in handcuffs, he escaped and started fleeing southward over several traffic lanes. While running, officers saw Pico pull out a handgun. They shouted commands at him to stop and to put the gun down, but Pico kept running, according to police.

The Pima County Sheriff's Department used aircraft to follow Pico as he made his way to the southern part of the river path along the Canyon Del Oro Wash, where officers saw him fire his handgun into the ground, police said. He then travelled eastward toward an occupied parking lot with open businesses in the 6900 block of North Thornydale Road.

Officials said one of the officers fired his rifle at Pico, causing him to fall before getting up and continuing toward the parking lot. Pico ran into some Maran police officers after he rounded a corner, and they exchanged gunfire with each other, police said. Pico was fatally shot.

Officers and the Northwest Fire District tried to save his life, but he was pronounced dead at the scene, according to officials. No officers or civilians were hurt during this shooting.

Officials identified the officers who shot at Pico as officers who had served for 12 years, seven years and six years.

Pima Regional Critical Incident Team is investigating the incident further and will present its findings to the Pima County Attorney's Office when the investigation is complete.

24 February 2024

TUCSON, Ariz. (13 News) - Authorities have released video from the fatal shooting of a sword-carrying man in Pima County on Saturday, Feb. 24.

The Pima County Regional Incident Team released the video on Friday, March 29.

The PCRIT earlier said 23-year-old Devon Lewis died at the scene, a hotel in the 4800 block of South Palo Verde Road.

PRCIT said someone called 911 to report Lewis was yelling and waving a sword around in the parking lot.

When Pima County Sheriff's Department deputies arrived, they found Lewis standing outside with his sword sheathed.

PRCIT said following a shot conversation between deputies and Lewis, he removed the sword from the sheath and started charging deputies.

A deputy then shot Lewis and other deputies began rendering aid.

There were no other injuries reported in the incident.

The deputy who shot Lewis has been identified as Ramon Morales, a one-year veteran of the PCSD.

PRCIT is investigating the shooting with the Tucson Police Department as the lead agency. The PCSD will conduct a separate investigation to determine if any policy violations occurred.
